Your telegram No. 473 (of the 10th July;
expropriation of Chinese owners in Kowloon
City).
1. You should if you see no objection
reply to telegram from Minister for Foreign
Affairs to the effect that on enquiry you
find that his telegram was based on a complete
misapprehension of the true facts; the
Governor did not issue any notice setting
a time limit for evacuation but merely
communicated to the inhabitants of Kowloon
City the terms of an extremely generous offer
with a view to carrying out a scheme,
conceived in the interests of the inhabitants
themselves, for improving sanitary conditions.
The Governor was obviously acting entirely
within his rights and no question of breach of
Treaty stipulations can arise. The Winister
for Foreign Affairs has also been misinformed
as to the attitude of the inhabitants of
Kowloon/
